Research Analyst

Bart Carfagno is a Research Analyst with RHG’s China Markets Research team. Previously, Bart worked with the U.S.-China Economic and Security Review Commission and the China Office of the U.S. Trade Representative, where he focused on non-tariff barriers to service sector trade as well as trends in shadow banking within China. He received a Master’s degree in Asian Studies from George Washington’s Elliott School, focusing on China’s industrial and monetary policy. Bart received a Bachelor’s in International Studies from the University of Arkansas. He is based in New York.

Engagement, embracing China’s WTO accession and optimism were absolutely the right US strategy for the post 1978 China that risked everything to shift away from Communism; but unless Beijing demonstrates recommitment to that course now Washington and others will go a different way.
