The Landlocked Continent

Former Dutch Prime Minister Wim Kok declared in his mid-term review of the Lisbon reform agenda that the European governments failed to implement the necessary economic reforms to achieve the Lisbon goals. In this op-ed in the Wall Street Journal Europe, co-authored by Jacob Kirkegaard and Martin Neil Baily, three major challenges are laid out for Europe to turn around its failing grade: increased competitive pressure on companies, greater labor-market flexibility, and better work incentives.
