Our proprietary framework quantifies security issuers’ affiliation with problematic practices in the military, political, and economic domains and monitors potential exposure to evolving China controversies.

Sanctions Exposure

CIRA’s Sanctions Exposure dataset tracks and quantifies Chinese security issuers’ exposure to more than 50 sanctions and red-flag programs from the US and major market economies. By mapping sanctions exposure across complex ownership structures and affiliate relationships, CIRA produces standardized severity scores optimized for financial risk modeling, compliance screening, and portfolio analysis.

Fundamental Risk

CIRA’s Fundamental Risk dataset evaluates the intrinsic risk of Chinese security issuers based on their military ties, political affiliations, and alignment with illiberal economic policies—all of which can expose investors to regulatory, political, and reputational risk. The dataset assigns standardized risk scores across five core categories and provides direct access to supporting evidence.

Controversies

CIRA’s Controversies dataset tracks issuers’ exposure to emerging regulatory and public scrutiny, including media reporting, allegations, investigations, and other risk events identified through curated, authoritative sources. Each risk event includes an analyst-reviewed summary, direct source access, and a severity score reflecting source credibility and issuer proximity.

Technology Exposure

CIRA’s Technology Exposure dataset assesses issuers’ position within critical and emerging technology ecosystems such as artificial intelligence, semiconductors and microelectronics, and quantum computing. Standardized scores reflect the depth and strategic significance of each issuer’s activity within these ecosystems, supported by accessible underlying evidence drawn from authoritative primary sources.
