China Investing In Europe: Patterns, Impacts & Policy Issues
The European Council on Foreign Relations’s Black Coffee Morning series launches RHG’s report, “China Investing in Europe: Patterns, Impacts and Policy Issues”. The launch will feature comments from report authors Dan Rosen and Thilo Hanemann, as well as Rob Gifford (China Editor, the Economist) and Jonas Parello-Plesner (China Programme Senior Policy Fellow, ECFR).

The European Council on Foreign Relations is delighted to invite you to an invitation-only presentation of the Rhodium Group’s new report on Chinese direct investment in Europe.
Europe is waking up to both the promise and potential impacts of Chinese investments: $10 billion in direct investment in 2011 alone practically doubled China’s presence in the EU. European leaders, industry and civil society are not sure what to make of these figures. Is Europe doing well or poorly in attracting attention from China? Are these new Asian competitors simply recognising the attraction of Europe as a marketplace or exploiting a fire sale? Can current policy and regulatory frameworks accommodate the rise of China as major investor? The study to be presented at this event will help answer these questions.
Following their 2011 volume on Chinese investment in the United States, Rhodium Group’s new report looks in detail at Chinese deal making in Europe from 2000-2011 to deepen understanding of China’s commercial behavior across developed economies. In addition to cutting edge data on more than 500 Chinese acquisitions and greenfield projects in Europe, Rosen and Hanemann’s report also offers new policy insights and analysis. The study explores in detail three emerging areas of policy tension arising from growing Chinese investment: reciprocity in market access, next generation national security risks, and competition policy concerns.
Dan Rosen is Founder and China Practice leader of Rhodium Group (RHG), a specialised firm advising the public and private sector. Mr. Rosen is an Adjunct Associate Professor at Columbia University and a Fellow with the Peterson Institute for International Economics in Washington, DC. From 2000-2001 he was Senior Advisor for International Economic Policy at the White House National Economic Council and National Security Council, where he played a key role in completing China’s accession to the World Trade Organization. Mr. Rosen is a Member of the Council on Foreign Relations, and serves on the Board of the National Committee for US-China Relations.
Thilo Hanemann is Research Director at Rhodium Group. His research focuses on China’s macroeconomic development and the implications for global trade and investment flows. Mr. Hanemann works with the private and public sectors in assessing China’s role in global cross-border investment transactions. He is a frequent speaker and commentator on China’s outward investment and has published numerous reports and articles on the topic.
Rob Gifford is China Editor at the Economist. He worked for several years for the BBC, before joining American broadcaster NPR as a correspondent in Beijing, London and then Shanghai. His first book, entitled China Road: A Journey into the Future of a Rising Power, was published in 2007.
Jonas Parello-Plesner is a Senior Policy Fellow at the European Council on Foreign Relations. Previously, he was Director of a development NGO with activities in Asia and served as Denmark’s Senior Advisor on China and North East Asia. In 2011, he co-authored the brief The Scramble for Europe about the Chinese economic presence in Europe and the memo China’s Janus-faced Response to the Arab Revolutions.
