But China’s reform program, originally designed to develop new sources of growth, improve efficiency, and give market forces a greater role in the economy, has stalled. What is the outlook for the future? What does the Fifth Plenum tell us about the future shape of the Chinese economy, including the Party’s new “dual circulation” policy and drive for “safe development?
