Charles previously spent seven years in China-related roles within the legislative and executive branches, including as a director with the US-China Economic and Security Review Commission and the Department of the Air Force’s Office of Commercial and Economic Analysis. His work has covered US financial connections with China and China’s industrial policy, supply chain indigenization, economic statecraft, energy security, and development of emerging technologies.

Prior to government service, Charles served as a compliance officer for a Chinese fintech firm in Silicon Valley. He started his career in Beijing, first as a translator in the Chinese Academy of Social Sciences and later as research manager at China Policy, a research advisory.

Charles holds a BA in East Asian Studies from Wesleyan University and certificates in quantitative finance from University of Washington. He is proficient in Mandarin Chinese.
