Liliana Diaz

An energy economist, Liliana specializes in global power and fuels markets, policy, and regulation, with particular focus on decarbonization strategy and the commercialization and scaling of emerging clean technologies. Her work asks what it takes for new technologies to move from promise to deployment, and what governments and markets must do to get them there. Liliana has advised governments, multilateral institutions, investors and corporations across the Americas, Europe, and Asia, and served as an expert in commercial and regulatory proceedings.

Prior to joining Rhodium, Liliana led APCO Worldwide’s North America climate and energy strategic corporate advisory practice and was a Principal and Senior Expert at McKinsey & Company and Vivid Economics, where she served as a knowledge expert to the US Department of Energy’s Pathways to Commercial Liftoff initiative and advised the UK government on its low-carbon hydrogen business model. Earlier, she built and led FTI Consulting’s Latin American energy economics advisory practice. At Berkeley Research Group and Navigant Consulting (now Guidehouse), she led economic analysis of global fuels markets, renewable energy deployment and emerging clean technologies.

Liliana is a non-resident senior fellow at the Atlantic Council Global Energy Center and an adjunct professor at Johns Hopkins SAIS, and writes regularly on energy markets and policy, clean technology deployment, and regional energy integration. She is fluent in Spanish, proficient in Portuguese, and holds a PhD in International Economics and Energy Policy, awarded with honors, and an MA in International Economics, awarded with distinction, both from Johns Hopkins SAIS.
