Tess Carter is an Associate Director with the Energy & Climate practice, focusing on analysis of US and global energy markets and policy trends as well as AI and technological innovation. Her work supports Rhodium’s research for corporate clients.

Before joining Rhodium Group, Tess developed energy policy strategy for the EFI Foundation and led research on the economics of clean energy technologies and commercialization pathways with a focus on nuclear energy. Previously, she led the energy, environment, and tech work of the Congressional Joint Economic Committee; worked on the National Climate Assessment; and conducted research on the health impacts of air pollution and climate change. Tess holds a PhD in civil and environmental engineering from MIT, where she wrote her dissertation on wildfires, air quality, and climate.
