Preliminary US Greenhouse Gas Emissions Estimates for 2023
After two years of emissions growth, while the country rebounded from the pandemic, we estimate that emissions were down 1.9% year-on-year in 2023.
The ClimateDeck—a partnership of Rhodium Group and Breakthrough Energy—provides global and US 50-state greenhouse gas (GHG) emissions inventory data and projections, energy market outlooks, and analysis of energy and climate policy developments.
The ClimateDeck—a partnership of Rhodium Group and Breakthrough Energy—provides global and US 50-state greenhouse gas (GHG) emissions inventory data and projections, energy market outlooks, clean investment tracking, and analysis of energy and climate policy developments. The ClimateDeck equips users with comprehensive datasets, unique and responsive insights, and a robust set of tools for tracking pathways to climate targets and understanding the emissions and economic implications of major developments at the international, national, and state levels.
All of this data is available to explore and download for free from our interactive data visualization platform. The ClimateDeck enables users to explore datasets through user-friendly visualizations and tailor them to different scenarios and comparisons by adjusting inputs such as timeframe, geography, sector, gas, and energy market assumptions. The adjustable datasets can be exported as production-ready visualizations and as CSV files. Users are encouraged to integrate ClimateDeck data in their own analysis and external publications, with attribution to Rhodium Group.

The ClimateDeck provides economy-wide emissions inventories at the global, national, and US state levels. The inventories include the full range of Kyoto Protocol greenhouse gases (GHG), including methane, nitrous oxide, and hydrofluorocarbons (HFCs), and are broken down by economic sector, based on IPCC GHG inventory methodologies.
The ClimateDeck includes a unique emissions inventory for each of the 50 US states, which is consistent with EPA’s national GHG inventory. It provides unique insights into opportunities and challenges surrounding climate and clean energy policymaking at the state level. The ClimateDeck also provides global historical GHG emissions data, comprised of country-level emissions estimates from over 190 countries.

Note
After two years of emissions growth, while the country rebounded from the pandemic, we estimate that emissions were down 1.9% year-on-year in 2023.
Note
Our preliminary estimates for global greenhouse gas emissions in 2022 show a 1.1% increase from 2021, rebounding back above pre-pandemic emissions levels.
The ClimateDeck provides detailed, regularly updated, economy-wide energy and emissions projections for the US, including updated renewable energy, battery and other technology costs, and macroeconomic and behavioral dynamics. It delivers projections of annual GHG emissions for all 50 states through 2030, with projections updated on an annual basis to account for all major policy changes at the federal and state level. We also project changes in major energy market variables, including power generation capacity, electric vehicle sales, transportation fuel demand, and building energy consumption. The ClimateDeck also features Carbon-Neutral Pathways for the US based on a range of potential decarbonization scenarios.
The ClimateDeck also provides the data underlying our Rhodium Climate Outlook. The Rhodium Climate Outlook provides probabilistic projections of the likely evolution of global and regional greenhouse gas emissions and associated temperature rise through the end of the century, and insights into what will matter most for decarbonization in the coming decades.

Report
In our annually updated outlook for US greenhouse gas emissions under current federal and state policy, we find that the US is on track to reduce emissions 38-56% below 2005 levels by 2035, absent any additional new action.
Report
We provide probabilistic projections of the likely evolution of global emissions and temperature rise through the end of the century.
The ClimateDeck also hosts the data underlying the Clean Investment Monitor, a joint project of Rhodium Group and MIT’s Center for Energy and Environmental Policy Research (CEEPR). The CIM tracks public and private investments in climate technologies in the United States. Through this data and analysis, the CIM provides insights into investment trends, the effects of federal and state policies, and on-the-ground progress in the U.S. towards net-zero greenhouse gas emissions.
